Which is better? Cache refresh via Cache Management or SSH?

I've seen a couple tutorials that skip the Magento System Cache Management and instead use SSH bin/magento cache:flush

Is there a difference between the two methods, ie "refresh" vs "flush" (or is that just semantics)?

Just realized I may have posted this in the wrong forum. However, when making changes to the payment methods (switching from sandbox to live accounts), refreshing or flushing the cache is performed.
