May be here in this case you can create a Cart Price rules - from the Magento backend under the marketing options.
Where in you can select State/Province for free shipping which only you want to allowed - then it will works.
Because there is no default option to exclude specific regions - but you can include the state/provinces where you would like to offer such free shipping service.
