Does certification@magento.com or training@magento.com not have any representatives handling emails anymore? I've been trying to reach them multiple times for over a month regarding a issue with my exam type and billing, but received no response..

You can login to your Magento account and create/submit a ticket from "Training and Certification -> Magento U Support Center"
