At its core, Magento is an eCommerce platform. I have seen it used to manage a product catalog (where no commerce is taking place online) quite a few times, but I can't think of a lot of reasons to use Magento if you don't need at least some of its core capabilities around product/catalog management, shopping cart/checkout/orders, customer management, etc.
You could use it for something other than eCommerce, but the question is if it's going to be the best fit for your needs and goals.
If you simply need a Content Management System (CMS), you'd probably want to consider WordPress, Drupal, Typo3, or CraftCMS. Every CMS has its own pros and cons, but most will be cheaper to host and upkeep when compared with a more robust eCommerce platform like Magento. They also have their own unique features, plugins/extensions/modules, and so forth.
