NO "Shared Access" in my magento account.

 There is "Account setting", "Billing history", "Developer" and "Messages". Is there a way to add it?

What do you mean by "Shared Access" ? do you mean someone can login to your account?

I have the same issue!!

I don't find the link "Shared Access" in the left panel of Magento account, through which I can share access to my account with other users.
