As you have mentioned that you need an option for customers to provide an option for the expected price. 
You can check out this module by Webkul. 
Request for Quote is a Marketplace add-on that allows the customer to send a request for quotation (RFQ) to all the marketplace sellers. If a product does not exist in the marketplace, the customer can still send a request for a quote to the sellers. The admin can set the minimum allowed quantity for the request for a quote. The admin has an option to manage all the quote requests before sending them to the sellers. 
You can get it customized by them and they will provide this feature to you. For this you can create the ticket here and discuss with them.
