No this is not mandatory to purchase from only 1 vendor, you can purchase with any of vendor who is good.

Why this is the best e.g. over the Amasty one?

Compare to others Amasty one is good, this one is very old extension provider vendor and support also good.

Maybe this is better than Amasty one. Amasty SEO Toolkit doesn't support Hreflang Tags on pages, Open Graph, and Twitter cards. I'm also evaluating Mirasvit one. Did you ever try it?
