Cookie Opt-Out Module

Hello,

I am currently looking for a cookie opt-out module. The user should be able to actively agree to cookies.
I am currently using Magento Version 1.8.1.0 and PHP Version 5.6.

I have not found a suitable module.
Can anyone suggest one that is compatible with these versions?
