Promotion where a person pays xx dollars to set up store credit for Y number of products

How do we create a promotion, where a person pays xx dollars to set up store credit that allows them to buy Y number of products. 

The store credit gets depleted as each product is being ordered. Basically in other words, kind of setting up a system that is similar to the calling cards. You pay $8 for 30 minutes and once you used up your minutes it is done.

In our case EVERY product that we sell is priced the same (we sell sewing patterns). And we want to be able to sell savings packages.

I am assuming you are using Magento EE? I do not think this can be accomplished using the standard promotional rules but you could extend the functionality into the EE module for store credit and add it to the promo rules
