Hello, 

I have the same issue, 

I have recently created a new installation of Magento. Unzipped the package and uploaded it with FTP to my website. After doing the installation wizard, all were installed except for CSS files, etc. I had to run php bin/magento setup:static-content: deploy for those files.

Now everything works fine, but several menu items on the admin page are not reachable.

Please give the correct solution.

If you are unable to load your website from FTP than it will be much better if you request your hosting provider for admin panel login credentials. Because admin panel is very simple for understanding errors. Even you can resolve errors through troubleshoot. However there are multiple reason of not loading website. Please contact your hosting provider if you something goes wrong with data base.
