Upgrade from Magento 1.9 to Lastest Version

I am a non technical user.

i want my website to run on latest version of magento

currently it is using 1.9 magento.

Can someone help me in upgrading my website along with some good website theme

I will suggest to upgrade using terminal. 

You can use steps mentioned in the following blog "Upgrade Magento 1.x via Command Line" ::

So you want a developer to upgrade your Magento 1.9 to 2.3 from A to Z? Upgrade entire Magento Core and the extensions and the theme as well?
