File and user permissions related question

I have created a new user - 'Magento File System Owner' as detailed in the following link

Questions:

1. Should I run the 'apache' server using this new user?

2. I use composer to download Magento. Should I switch to this new user before downloading? Does that make any difference?

Additional info:

I am trying to install Magento 2.4 on Ubuntu 20.04

After assign permission, you must need to use that group use otherwise it will create permission issue
