Tried all methods to install mangeto2 in windows10

I tried all methods to install magento2 with sample data on windows10 but even if install is successfull CSS/Js files wont load. 

Tried Flush, delpoly etc. it wont install. when i disable the .htaccess file in pub folder css load but still JS doesn't. If both CSS/JS work then samples page is served blank with no images only the layout loads. Admin panel doesnt open. Tried XAMMP, WAMP, even Windows Sub-System Linux but it always fails.

Need suggestion or a step by step guide to install magento2 on windows

Please check the rewrite mode is on or off in your system also if its off please make it on.

More hints:
Check file/folder permissions
Try removing all the folders inside var manually, please note only folders inside var.
Try to remove generation folder manually or rename it.
Try running all the commands, upgrade, deploy, cache, index. compile
