Hi--experienced WordPress developer here but this is my first stab at Magento.
I've got an Ubuntu 18.04 dev server set up and am trying to stand up Magento Open source. I'm using the recommended method with Composer as detailed at https://devdocs.magento.com/guides/v2.3/install-gde/composer.html.
I got as far as step 3, Create a new Composer project using the Magento Open Source metapackage, and things seemed to be going OK until it flagged a missing PHP extension (intl). I've installed the missing extension, but now I'm not sure what the next step is. Do I go back and rerun what I just did? Or do I move on to the next step (which looks like setting file permissions and then installing Magento)?
Here's what happened:

You can also run `php --ini` inside terminal to see which files are used by PHP in CLI mode.
