Missing 'Attribute' Option in Admin Dropdown

I am trying to assist a client with her Magento store. I am not experienced at it, and am trying to take over from another developer's install to setup the store.

It appears to be version 1.9.1.0, but I am not seeing the "Attributes" dropdown under catalog in admin to setup her product's attributes. 

Is this an install problem or is there something in the configuration that needs to be adjusted or some other issue?

Hi @tinkergraphics, it should be listed under catalog by default:

Do you know if her admin user has restricted priviledges or full access?

That was it - the user had restricted access. Once I setup a user as an admin with full privileges I now see "Attributes" in the dropdown. Thanks!
