Restrict states in shipping dropdown only

We sell wine from our store and there are a large number of states that we are not allowed to ship to.

So we need the billing drop down to show all 50 states (not the military options).

We then need the shipping drop down to only show the 23 states that we are allowed to ship to.

What is the best way to address this issues?

There are some extensions that can do this.  I found this to be useful.  Otherwise you have to modify the DB tables.
