Cache Storage Management won't enable on version 1.9.2.1

The var/cache folder is safe to delete. If the permissions are correct Magento will just recreate it

No i just tried it and I've just realised the owner/group is set to 0 0 all the rest are 917 901

Ok so it does feel a lot like you have permission issues around the cache folders that could probably do with sorting and seeing if that fixes your issues.

On our servers we have the following permissions;

var 0755

var/cache 0777

mine are the same excpt those two files

@serv01 [~/public_html/var/cache/mage--4]# dir
./ ../ mage---c03_CORE_CACHE_OPTIONS*

mage---internal-metadatas---c03_CORE_CACHE_OPTIONS*

so i just tried to 

chown 917:901 mage---c03_CORE_CACHE_OPTIONS

and it worked, its changed the owners

yes but not by me running it i had to contact site ground and they ran it because i did'nt have permission
