Can you please check first only for single category instead of all categories or just leave it empty so that discount will be applied for all the products of any category.

Instead of percentage in the last screenshot just select the fixed price option.

This is the only error there.

If you want to apply percentage then try by using smaller number like 10 or 20 instead of 20000.
