Free Shipping Shopping Cart Rule doesn't work

I have created a shopping cart rule to allow for free shipping as follows:

Ruler Information: Active, No Coupon

Conditions: If ALL  of these conditions are TRUE : Subtotal  equals or greater than  100 

Actions: Discount Amount: 0; Free Shipping: For shipment with matching items

Yet, when I have a shopping cart with a subtotal of more than $100 I still see the shipping amoun (in this case, flat rate). It seems that the rule isn't being applied, and there is nothing in the logs about it.

Any ideas?

please tell me how is this solved and what extension caused this ? i have same problem , i need to make free shipping when payment method selected "bank transfer"  or "Credit Card" and i am using Magento ver. 1.9.3.1

i did all settings right but it doesnt apply ?

Hello I'm using Magento 2 .3.5

I want to know if its possible to use Magento Colissimo official https://marketplace.magento.com/laposte-magento2-colissimo-module.html and a module click and collect 

and have at the same time free shipping for more than 49€ for France and 99€ for Europe using Cart Price Rules ?
