Issue in onepage checkout while creating in dev instance ?

Hi,

I am using the Magento version-1.9.2.1. I created the dev instance(it is a live copy of Live site).In live site, one page checkout is working  properly.but in dev instance after the billing section, it is not go to shipping section.so I navigate the particular ajax call(checkout/onepage/saveBilling/) network tab in firebug ,it is giving 200 status with empty preview.so I enabled the error log and developer mode in index.php, but no error is shown.

And I checked the error log, I got below error.

'Not valid template file:frontend/base/default/template/checkout/cart/minicart.phtml'.

but default magento 1.9.2.1 pack not having this file right?

 

so can anyone please provide idea for fix this?

Yes. I am also having this same issue. "Save billing" ajax call return's empty response in dev site but in live site working properly. Help me. Thanks in advance.
