Based on the log and other details , it looks like there is no issue at magento level.

So your issue is that Hosted Pro is not enabled on the business account you are setting in the redirect. You need to call business support to get setup.

You can get them at paypal.com/contactus

Or might be Upgraded the sandbox Business Paypal account to Paypal Pro using the button available on the profile
