NO! It is a jQuery issue not being loaded on anything <1.9.XSo, get jQuery to load if you want a real fix or prototype.
I had exactly the same problem. A quick peek at the console revealed a missing js file, "prototype.js"
I downloaded the code from http://prototypejs.org/, added the new file to the /js/prototype folder and boom, working dashboard!
I resolved it with step 2 only.
Don't fully understand why this happens and if the change is actually a work round or an actual bug fix.
It worked.

Actually I did all steps and lost all visuals, unmade step 1 and then everytihng works good.
