Buying Items from Users In Magento 2 - (Reverse Ecommerce)

I need to use Magento 2 to buy items from my users. for example I will list 10 items and give them a price and users can come to my site and sell those items to me.

I will pay them via paypal or something like this and then send them a shipping slip in the mail for them to send me the product.

Is there an extension that can do this already in Magento 2? or Magento 1? or another software maybe?

I greatly appropriate your help with my question.

I don't think that you can do reverse ecommerce with the help of magento. Using magento you can sell your products .
