One Time Free Shipping

Is there a way to create a SINGLE USE, free shipping promotion? 

Our preference is

-no coupon required

-only one use per customer (any order, not just the first one)

I've followed these directions:

It works but on ALL orders, not just one order only.

Add a customer segment perhaps?

@dsmithmadi you can create the cart price rule and there you can select no coupon required and uses per customer as 1 so that it will be applicable for once.

Do you think I also need to enable free shipping under configuration/sales/shipping methods?

So I've disabled the /shipping methods Free Shipping (the UPS and FedEx are still enabled but for orders over $1500). It works but it still is allowing me to have free shipping on multiple orders, despite setting the number to "1". See attached.

Never got an answer that worked. Finally had to just a regular coupon, rather than the 
"No Coupon" option. Not ideal.
