Prevent Discount Code Being Used Twice

Hello Magento Community,

We're running 2.3.3CE.

• We offer the customer a discount code for signing up to our newsletter as a thank you
• This Newsletter Discount Code is configured in the backend and we generate a code.
• Sent to customer by email once they confirm click on the confirmation link in their email inbox

Guest users however seems can still take advantage of using the code twice. Any way around this please because removing Guest user is not an option for us.

@Tarandeep Singh or anyone else have an idea?
