Unable to find Reviews in Magento 2.3.0

Hello

I'm new to this community so apologies if this isn't the correct approach to get some help!

I've been trying to localize the Reviews section in Magento 2.3.0 for days and have been unable to do so. I think in previous versions this was under Stores>Config>Advanced>Advanced but this tab no longer exists now. Some other forums I read point to the Marketing tab, but I don't have it there either.

Any suggestion please? Any help would be greatly appreciated so thank you!

actually you can find "Reviews" tab under "Marketing">"User content" in magento C.E. Please, check the screenshot below. Since you don't have it, then we recommend you to check your magento installation integrity.

Go to admin >> Marketing >> Reviews to check all review into the backend

Stores >> Rating for add rating into system.

Can you please config.php?

path for file :- app/etc/config.php and check review module enabled it.

I found config.php and Magento Reviews is 0, should it be 1 to be enabled? That must be why!

May be some one from team will be do into past.

Just change value to 1 and do setup:upgrade and static content deploy.

You will see your menu enjoy

if works then don't heritage to mark as a solution

Sorry I'm not a developer so would you mind explaining exactly what I should do when you say "do setup:upgrade and static content deploy.". 

Does it mean I have to go in a folder on the ftp and write a command? Or something I can do in Magento BE instead?

I changed the value to 1 for the moment and the Reviews now appears under Marketing but when clicking on it I get a weird code.
