assign more than 2 order status per state

Hi

I notice that my installation only allows max 2 order status per state.

Does anyone know if that is Magento2 default behaviour or it's just my setup ? 

Should I have more than 2 order status per state.?

I've just tried on a vanilla installation to add the Pending PayPal status to the Porcessing state and has worked. Now I have 3 status with state Processing.

Ah sorry. I just tested again.

Yes, "Processing" can have more than 2 status, but "Close" and "Complete" can have max 2 status

( When I go to Assign Status to State, I can't see those 2 states in dropdown menu any more)

I've made some tests and I found your problem and also this issue too: https://github.com/magento/magento2/issues/9682

It seems there's a bug around the sorder status and status manager. I'll recommend you to follow that issue on github to know what's happening.
I'll update the issue with my tests and results.

That means it might be fixed in .. a year time  

I will have to find a workaround or completely change our workflow .
