Can't Drag and Drop to Change Categories/Subcategories Order

Whenever I drag and drop categories/subcategories on the Category management backend page at website.com/admin/catalog/category/ it doesn't show them in the same order on the front end on the actual website.

Example: 

On the backend I have the subcategories listed as

Shirts

-Blue

-Red

-Green

-Black

-Purple

But on the frontend they'll show up as

Shirts

-Red

-Blue

-Green

-Purple

-Black

Or whatever random order. If I sit there and constantly rearrange and keep clicking the save button they'll keep moving and sometimes I get lucky and they actually show up in the right order. Can anybody help me?

Refresh the cache and check if it works.

After arranging, make sure you save, and make sure you do caching and reindexing from admin to see the effect in frontend,

Also if you are using CDN or any other caching, check flushing the cache,

You can also check in incognito mode or private browser,
