rearrange product page

hello everyone, I would like to rearrange the products page, bring the product title and price above the product

I've searched the net, watched videos and read articles but still not clear on how magento is structured

is it the catalog_product_view.xml file that I have to edit? why is this file not part of the theme? the file contents dont make sense, is there a tutorial I can read regarding xml and magento?
