All orders are marked as Suspected Fraud, when using Paypal or Worldpay

Launching a new M2.3.4 site and every order is being marked as Suspected Fraud regardless of which payment gateway is used. The site doesn't do Tax calculations and is single currency. The information returned from the payment gateway is for a successful transaction with the correct information.

Has anyone seen this before?

For Fraud Protection:

1. Are you using Signifyd for Fraud Protection? Is it configured correctly from Admin > Stores > Configuration > Sales > Fraud Protection ?
2. I would suggest to review the suggested configuration setting if not already reviewed on DevDocs for PayPal and Signifyd -

The site is not using any Fraud or Tax third-party systems. I have checked that these are all disabled.

The problem was caused by the Default Status of the Processing status has been set to No. It was imported from M1 with this state.
