Disable Web Setup Wizard - Magento 2.3.5

Hello,

My company uses the Magento 2.3.5 CE and I would like to know how to disable the Web Setup Wizard from admin as we read that this is a potential security threat.

Web setup wizard willbe removed from 2.4.0 as per magento official docs.

And in the last versions, due to some bug this wizard was not showing in the backend.

You can add the same code again as a temp fix to remove web setup wizard from admin.
