JPY, KRW, TWD, IDR and other integer currencies are same.
It's caused by 2.2 version of Magento framework.
To fix this issue, you need to rewrite Magento\Framework\Locale\Format::getPriceFormat().

I strongly recommend to use 2.2.x. 2.2.x contains serialized data format changes. You need to convert serialized data from 2.1.x and 2.0.x to 2.2.x.
