Orders stuck in "Possible Fraud" status

Magento 2 store is not getting credit card completed orders from paypal business advanced. The cards just sit in a pending or "possible fraud" status(although the card transaction still goes through on paypal side.Then my shipping programs wont automatically process the complete orders cause they are stuck in pending.

This causes us to manual type each customer order.

Other payment types and paypal transactions will complete fine, its just credit cards.

I have spoke with paypal and my shipping company stamps.com and they say its something in magento.

Lots of time ive put into this already... Anyone have a solution, please?
