Update to Magento 2.3 killed my website

@rahul Gupta Yes, I have restarted the server and the memory limit increase is being reflected (i checked using Terminal).

The page is now loading without the CSS and JS - but no errors are being shown. Can't seing anything in browser or error logs

php bin/magento setup:static-content:deploy -f

Already done that, after which I cleaned and flushed the cache.

I've even run the following command

php bin/magento dev:source-theme:deploy

but it's still not working for me...

rm -rf var/view_preprocessed pub/static/frontend

php bin/magento setup:static-content:deploy

Hi there. I ended up having to reinstall my site from scratch - so for now my site it stable. Installed v2.2.11 - haven't attempted an upgrade to 2.3 yet.
