As of lunchtime 2021-04-19, repo.magento.com is not letting me update magento.
i.e..
$ composer72 --dry-run upgrade Loading composer repositories with package information [... long wait...] The "https://repo.magento.com/packages.json" file could not be downloaded: failed to open stream: HTTP request failed!
It doesn't respond to pings:
$ ping -c2 repo.magento.com PING repo.magento.com (3.92.95.238) 56(84) bytes of data. --- repo.magento.com ping statistics --- 2 packets transmitted, 0 received, 100% packet loss, time 1014ms
I've checked from various locations, with same result. e.g. (image also posted at https://postimg.cc/jLDtH3QQ because this site doesn't like displaying it for some reason)
There's no way to report the issue and (as far as I am aware) no status.magento.com to see if there's a problem that the magento folks are aware of.

I noticed on https://status.adobe.com/products/3350/ that to them it seems like repo.magento.com is working.
I doubt they've updated it. I've tried 3 different servers + my local dev, all the same issue.

It seems only support.magento.com is available for asking anything but it doesn't have any way to contact them about the issue )
Does anyone know if there'a mirror of the repo to work around the issue for now?
