If update is still stuck after running:
bin/magento setup:cron:run or
bin/magento magento cron:run
or if bin/magento magento cron:run doesn't complete in SSH, php update/cron.php got the update going again for me.

I do not understand why a basic things like this are still an issue - there is no error reporting to help!
