We're sorry, PayPal doesn't allow residents of United States to ship purchases to Philippines

Hi All,

I am getting error "We're sorry, PayPal doesn't allow residents of United States to ship purchases to Philippines." on paypal page after entering my password for the payer account.

I am currently using sandbox mode.
