Magento 2.3 FedEx Shipping Ground Rates Not Showing

I'm upgrading from 1.938 to 2.3 and I can't get the Fedex Ground rate to show for all orders. It shows when the order is over $150, the amount I have set for free Ground shipping or if I load up the cart to over 70 pounds and less than $150 in value. The customers getting less than 70 pounds and $150 worth need the Ground rate option. Do I have something configured wrong?

I figured out you have to select Residential Delivery = No to get the Ground rates to show. 

Which 95% of my customers are residential.

This means I have to have Home Delivery selected to get what is really Ground shipping but appears as Home Delivery. This will be confusing for the customers.
