magento 2 tax rate always 0% and 0,00 € in FE and order

Hello,

under orders no matter what tax rate a product has, magento displays it as 0 %. And says that tax is 0,00 €.

Here you can see that the product does NOT have 0 % tax rate set:

I allready tried the options in Sales->Taxes

I am using Magento 2.3.2
