i was also facing this issue my account was blocked by paypal and i was unable to withdraw my money and i was unable to use paypal support then after getting help from hosting company to unblock outgoing connections to paypal website i communicate with paypal support about my account they completely interogate the matter and after 21 days they give me my account back so i will suggest you to communicate with paypal support.
